Vernon was born in 1894 at Derby to John Barclay, a physician, and Sarah Elizabeth Battersby Stewart. He was educated at Newchurch Grammar School, Haslingden Secondary School and Giggleswick School before joining Manchester University in 1912.
Gazetted to the Royal Flying Corps in October 1914 Vernon found himself serving at Gallipoli and on the western front and spent some time attached to the Royal Army Service Corps. On 5th December 1917 he was struck by an aeroplane propeller and died at West Bromwich. He left effects worth £104 9s 9d to his father.
