Percy was born on 9th July 1898 at Heywood to Samuel and Ada Barker. He attended Bury Grammar School (Sept 1907 – Jan 1912) and Rossall School. He was a member of the Rossal School Officer Training Corps and from June 1916 to June 1917 he was with the University Officer Training Corps whilst also working in the family joinery business. He served on the Western Front with the 33rd Machine Gun Corps and was killed in April 1918.
