James was born in 1896 at Hanley to Moses and Jane Smith of Congleton. He attended Hanley Secondary School and entered Manchester University in 1913 to study engineering, passing his Part I in 1915.
A member of the University Officer Training Corps from October 1914 he was gazetted on 15th September 1915. He died as a result of an action at Becourt in France on 31st July 1916.
