Elmer was born in 1895 to Herbert and Mary Ann Howarth of New Hey, Rochdale. Schooled at New Hey Council School and Rochdale Municipal Secondary School he joined Manchester University in 1913 to study mathematics.
From October 1913 to January 1916 Elmer was a member of the University Officer Training Corps. He enlisted in the 28th Battalion Royal Fusiliers, a University and Public Schools Battalion, in March 1916. He was killed just over 12 months later serving in the Arras region of France.
