Arthur was born in 1892 at Basford, Stoke on Trent, to William George Cowlishaw, a Master Engineer. He was educated at Hanley Secondary School and entered Manchester University in 1910. In 1913 he was awarded a Certificate of Technology Mechanical Engineering. He became an apprentice at Cowlishaw, Walker and Co., an engineers and ironfounders, Stoke on Trent.
Arthur enlisted in August 1914 and went to the Western Front in March 1915.
