Roberto was the son of Geatano Rossi, an ex-member of the Italian Parliament, Vicenza, Italy. He was born in 1888 at Rochette, Venete, Italy. He was educated at the Royal Techincal Institute, Milan and entered Manchester University in 1906. He gained his BSc. in 1908, an MSc. in 1909 and a DSc. in 1914. For a time he was an honorary research fellow before becoming a Research Student at Trinity College, Cambridge University. In August 1915 he was gazetted with the Italian Army and served on the Venetian front. He died at Palsa, Italy, in March 1919 of illness contracted while on active service.
