Frank was born in 1892 at Glasgow to Harry T.R. Stuart, a calico printer. He was educated at Bolton Grammar School, entered The Tech in 1908 and gained a Certificate in Technology (Applied Chemistry) in 1912. After his studies he became a chemist at Know Mill Priting Co., Bury.
From October 1909 to September 1912 Frank was a member of the University Officer Training Corps. He enlisted on 4th September 1914 with the University and Public School Battalion of the Royal Fusliers. In 1915 he was commissioned and joined the 7th Battalion South Lancashire Regiment, spent some time attached to the 10th Battalion Warwickshire Regiment. He was serving as a Captain with the 57th Trench Mortar Battery when he was reported missing Messines in April 1918. He left effects worth 106 9s 8d to Mabel Elsie Stuart, his widow to whom he had married just a short time before his death.
