Walter was born on 5th January 1872 at Cheetham, Manchester to John and Ellen Rhodes. Educated at Merton House School, Brooklands, Sale he gained a first class honours degree in history from Owens College in 1892 and was awarded a University Fellowship in Arts in 1892 and the Jones Fellowship in 1893. In 1895 he obtained his masters. He undertook further study at the Ecole des Hautes Etudes, Paris and was Librarian of Owens College 1895 to 1903. He contributed to English HIstorical Review, Dictionary of National Biography, and Oxford Historical Atlas. He also wrote a A School History of Lancashire which was published in 1907.
Walter enlisted very late in the war, 29th June 1918, and died of pneumonia on 13th July 1918 at Norwich.
