Frank was the youngest son of Edward, a Justice of the Peace and wine merchant, and Sarah Jane Sandbach of Ashton-on-Mersey. He was born in 1888 at Sale and attended Manchester Grammar School before joining Manchester University in 1907 to study law. In 1912 he became a solicitor at Slater, Heelis and Co. In 1914 he married Beatrice Emmeline Clifton and they had two children.
Frank joined the Officer Training Corps in March 1916, left in December 1916, enlisted as a gunner, was gazetted in March 1917 and died in Belgium in July 1917. He left effects worth £3281 14s 11d to his wife, Edward Lister Sandbach, a solicitor, and Edward Stanley Brentnall, a captain in the Royal Army Medical Corps.
