Thomas was born to Thomas and Esther Bullough in 1896 at Hindley. He was educated at Hindley and Hinsdale, Wigan Grammar School and Manchester Grammar School where he played for the football and cricket teams. He entered Manchester University in 1914 to study medicine. He was a member of the Wesleyan Methodist Church at Hindley.
Thomas joined the University Officer Training Corps in October 1914 and was gazetted in late August 1915. He was killed while serving near La Boiselle in France on 7th July 1916.
