Frank was born in 1884 at Newcastle-on-Tyne to Dr. Ralph Young. He was educated at Hulme Grammar School and Knutsford Grammar School. He entered Manchester University in 1909 to study dentistry and was practising at the time war broke out.
Frank enlisted in February 1915, was gazetted in May 1915 and served with the Northumberland Fusiliers on the Brigade Staff. He was killed in action near High Wood on the Somme in July 1916. He left effects worth £332 15s 1d to his widow, May.
